International Day of Persons with Disabilities
Disability is not inability — it is the world that needs to change.
About
The International Day of Persons with Disabilities on December 3 promotes the rights and wellbeing of persons with disabilities in all spheres of society. Over one billion people — 15% of the world's population — live with some form of disability. People with disabilities are disproportionately affected by poverty, unemployment, inadequate healthcare, and social exclusion. The UN uses the day to push for full and equal participation of persons with disabilities in all aspects of life.
History
The United Nations proclaimed December 3 as the International Day of Disabled Persons in 1992 (later renamed International Day of Persons with Disabilities). The day builds on the Convention on the Rights of Persons with Disabilities (CRPD), adopted in 2006 — the first comprehensive human rights treaty of the 21st century, ratified by over 180 countries.
Where It's Observed
Cultural Context
US United States
The Americans with Disabilities Act (1990) is a landmark piece of legislation that defines the US approach to disability rights. World Disability Day prompts campaigns for fuller ADA enforcement, accessible technology, and the inclusion of disabled voices in public life.
KR South Korea
South Korea has made significant accessibility improvements in urban infrastructure but faces ongoing challenges in employment inclusion and social attitudes toward disability. The day prompts advocacy from Korea's active disabled persons' movement.
JP Japan
Japan passed a disability discrimination law in 2013, but implementation remains uneven. The 2020 Tokyo Paralympics were a major catalyst for accessibility improvements in the host city, and December 3 continues to build on that legacy.
